将边境地区生态经济社会协调发展模式嵌入现代化边境建设大格局,对筑牢国家西南边境生态安全屏障,实现稳边、固边、兴边、富边的可持续发展意义重大。本文运用生态系统健康评估方法和熵值法对1995—2020年西南边境地区生态、经济、社会系统综合发展水平进行评价,综合耦合协调度和脱钩弹性指数模型剖析生态—经济—社会复合系统的协调水平及协调发展类型。研究发现:(1)研究期内研究区生态系统健康水平略微波动上升,经济系统综合评价指数大幅上升,社会系统综合评价指数波动上升,均呈现明显的阶段性特征,具有显著的空间异质性和空间集聚性;(2)生态—经济—社会复合系统的耦合协调水平持续提高,反映出区域快速发展—稳步发展—高速发展—发展调整的阶段性特征;(3)生态—经济—社会复合系统的脱钩状态差异明显,生态系统与经济系统、生态系统与社会系统主要表现为相互约束的解耦关系,而经济系统与社会系统主要表现为相互促进的耦合关系;(4)生态—经济—社会复合系统协调类型呈现出由失调—社会衰退型为主演变为协调—生态衰退型和协调—增长型为主。在西南边境地区实现稳边、固边、兴边、富边的可持续发展目标过程中,应重视生态—经济—社会复合系统的协调发展水平,以此为基础分区分类制定适宜边境地区人地共生的发展政策。
Abstract:Embedding the coordinated development model of the ecological,economic and social systems in the border areas into the overall framework of modern border construction is of great significance for consolidating the ecological security barrier in the southwest border region in China and achieving sustainable development goals of stabilizing,strengthening,developing and enriching the border areas.This study evaluated the comprehensive development levels of the ecological,economic,and social systems in the southwest border region from 1995 to 2020 using the ecosystem health assessment method and the entropy method.By integrating the coupling coordination degree model and the decoupling elasticity index model,it further analyzed the coordination level and coordinated development types of the ecology-economy-society complex system.The findings are as follows.(1) During the study period,the ecosystem health level exhibited a slight fluctuating upward trend,while the comprehensive evaluation index of the economic system increased sharply and that of the social system fluctuated upward.All three systems showed obvious phased characteristics,as well as significant spatial heterogeneity and spatial agglomeration.(2)The coupling coordination level of the ecology-economy-society complex system continued to improve.These results reflect the phased characteristics of regional development:rapid development,stable development,high-speed development,and development adjustment.(3)The decoupling states of the ecology-economy-society complex system varied significantly.The relationships between the ecosystem and the economic system,as well as between the ecosystem and the social system,were mainly decoupled with mutual constraints,whereas the relationship between the economic system and the social system was mainly coupled with mutual promotion.(4)The dominant coordination types of the ecology-economy-society complex system evolved from "imbalance-social decline" type to "coordination-ecological decline" type and "coordination-growth" type.In the process of achieving the sustainable development goals of stabilizing,consolidating,developing,and enriching the southwest border region,attention should be paid to the coordinated development level of the ecology-economy-society complex system.On this basis,region-and category-specific development policies suitable for human-land symbiosis in border areas should be formulated.
